Goa to set up three educational estates

Goa has begun the process of identifying land to set up three educational estates in the state and land in Canacona, Khandola and Pernem areas are being considered for the purpose, director of higher education Bhaskar Nayak told TOI on Thursday. 

Nayak said that courses will be offered at the educational estates eventually based on the type of industries that come to Goa as a result of the new investment policy of the state. 

Goa has suddenly launched such a move even as the state is struggling to acquire lands for the IIT and NIT allotted to the state.

A committee, set up by the state and headed by educationist Madhav Kamat, to draw a roadmap for higher education in Goa, had suggested that education estates be set up. It is based on the panel's report, efforts in the same have begun.

Besides the three estates, the committee has recommended one educational hub where the state can apparently attract students from all over India and abroad as well. "The best brains from all over the world will intermingle in our land, infrastructure up-gradation will take a big leap forward, educational climate will become abundantly lively, teaching and learning will become more rigorous and most importantly research will flourish extending the frontiers of knowledge," the committee's report states.

The committee has said in its report that Goa has adequate coverage of colleges offering arts, science and commerce undergraduate courses and said that there is no need to start new colleges offering these programmes in Goa for the next few years.

It has recommended that instead of starting new colleges, Goa should allow additional divisions to be opened in existing colleges to meet any future increase in students.

It is recommended that instead Goa can set up three well-planned, modern and futuristic educational estates, 'one each for the two districts of Goa and one for taluka of Pernem.'

"It is suggested to invite the Ivy League of educational institutions from India and abroad to set up their campuses in these estates."

The committee held discussions during two meetings - one held in July 2013 and the second on December 2014.

Due to rapidly emerging pharmaceutical and other establishments like the NIO and Syngenta Research and Technology Unit, there is a growing scope for expansion in the facilities for postgraduate courses in various branches of chemistry, particularly analytical chemistry, physical chemistry and organic chemistry, the report stated.
