Goa Electronics Limited - GEL 's ‘Prisms,’ a jail booking and management system

‘Prisms,’ a jail booking and management systems programme, currently adopted in Maharashtra jails and Bangalore’s Central Jail stands a good chance of being accepted by the Centre for all jails in India.
On Wednesday, Sidharth Kuncalienker, chairman of Economic Development Corporation (EDC), told ‘The Navhind Times’ that GEL has pitched ‘Prisms’ to the Ministry of Home Affairs for all jails in India. The Ministry, he said, is receptive to the proposal and the software could soon be implemented in every prison.
Developed by over 100 engineers of GEL in 2009, the software was first used in Goa’s two jails in Colvale and Sada and was found to be highly effective. Subsequently, the Maharashtra government approved it for all 35 jails in the state. It is presently in use in the largest jail Yerwada, Pune and facing trial run in Arthur Road jail before being extended to others in the state.
Managing director of GEL B S Borkar said that the software is an in-house product and totally independent by way of implementation. Jail authorities will not seek other software company for its use, he said. The software, he added, gives information on a prisoner at the click of a button. Further, it links all prisons of a particular state and if adopted by the Home Ministry, can result in centralised monitoring system.

Borkar pointed out that the ‘Prisms’ software in Yerwada took about three-four months to be implemented but the system is designed for use by a non-technical person. It is compatible to meet the needs of any correctional facility and can easily be widened in scope.
On Wednesday, GEL, which is a subsidiary of EDC, came up for praise by Kuncalienker, who said that it is the biggest IT service provider in Goa. The PSU employs about 200 plus people of which more than half are software engineers and the balance comprises of data entry operations, back-up and administrative staff.
The software, if used in all of India will be of great pride to Goa as it is a home-grown product, said Borkar.
GEL’s other activities comprise of computerising electricity bills of 5.5 lakh electricity consumers, online management of all social security schemes including the mining schemes and electronic organisation of electoral rolls.

The highly innovative ‘Prisms’ software is in modules. It computerises all information of a prisoner including identity marks, fingerprints, details of crime, identity of visitors, work done by an inmate, etc. There are jail birds, who confuse the warden with the identity of a visitor. On one day a visitor is a father while the other day he is an uncle. But with ‘Prisms,’ says Borkar, the identity of the visitor is stored digitally and, therefore, foolproof.
While the IT industry in Goa is caught up in the planning stage, the Prisms software seems like a straight-forward product that is providing the cutting edge to Goan engineers.
